I shall address you further when the report of the Committee is received and shall probably suggest a drastic scrutiny of the working of this institution by Commission or otherwise. Meanwhile I shall be glad in view of the urgency

of the matter to receive your decision by telegraph on the proposal for immediate relief made in this despatch.

I regret that there has once more been necessitated

an eleventh-hour intervention to save these hospitals from insolvency. This lack of ordinary prescience will be one of the main points to be examined by the Commission which I have in mind. I am satisfied however that the situation has

now been allowed to become so urgent that immediate action

on the lines indicated is essential.
